The establishment of the Office of the Deputy Vice -Chancellor (Academic and International) is in line with the establishment of Kolej Universiti Teknikal Kebangsaan Malaysia (KUTKM) under section 20 of the Universities and University Colleges Act 1971 (Act 30) through the Kolej Universiti Teknikal Kebangsaan Malaysia (Corporation 2001) Order gazetted as PU (A) 124 on 3 May 2001. This establishment came into effect on 1 December 2000. Previously, the name of the Deputy Rector (Academic and International) was used in line with the name of Kolej Universiti Teknikal Kebangsaan Malaysia (KUTKM) until KUTKM went through the name rebranding process. from KUTKM to UTeM on 1 February 2007 in line with the rebranding of all IPTA University Colleges. Since then, the title of Deputy Vice -Chancellor (Academic and International) has been used until now.
The Deputy Vice Chancellor (Academic & International) office operates from 8.00 am to 5.00 pm from Monday to Friday
i. To plan academic programs towards producing independent students who can meet the needs of professionals and the local and international job market.
ii Determine the university curriculum that emphasizes general education and is in line with national higher education policy.
iii. Determine student admission policies in line with university goals.
iv Plan the needs of academic staff by monitoring aspects of promotion opportunities, training/development mobility and performance appraisal of academic staff.
v. Explore opportunities to gain technical expertise and support for the development of academic staff training.
vi Creating a comfortable and harmonious learning environment to produce excellent graduates.
vii Strive to highlight the facilities and personalities available at the university to be a reference for foreign universities.
viii Promote and enhance bilateral cooperation between the universities represented and foreign universities, especially in helping to further increase participation in mobility programs
ix Assist in implementing internationalization strategies by building good relations between the university and international bodies, associations, agencies, industry and institutions of higher learning.

For UTeM students participating in exchange programs at other universities, the program is referred to as Outbound Mobility, where UTeM serves as the Home University, and the receiving institution is known as the Host University.
There are two types of outbound mobility programs offered:
Credit Mobility:
Non-Credit Mobility:
The outbound mobility program is open to all UTeM students:
The mobility program must be organized by the university as the main organizer, either locally or internationally.

The mobility programs offered to UTeM students can also be categorized into four (4) main types: Physical, Hybrid, Virtual, and Blended.
1.Physical Mobility Program: This is an academic program organized and implemented by a higher education institution (HEI), either domestically or internationally, as the Host University, involving active UTeM students. It must be attended in person.
2.Hybrid Mobility Program: This is a mobility program where some students participate physically, while others attend virtually, at the same time.
3.Virtual Mobility Program: This is an academic program conducted online, organized and implemented by a foreign HEI, involving UTeM students.
4.Blended Mobility Program: This mobility program involves part of the program being conducted physically, and part of it being conducted online, with the same students attending both physical and online sessions.
